It is not certain he is the son of Edward and Fanny but his name, proximity to Fanny on the censuses and the Pople connection suggest he is related.
His ages on the 3 known censuses put him as being born anywhere between 1801 and 1811 but if Fanny is his mother it seems more likely from her age that he would have nbeen born after 1805. In 1851 and 1861 he is shown as unmarried.
